On Sunday, September 13, Archbishop Salvatore J. Cordileone sent a memorandum to priests of the Archdiocese of San Francisco. The memorandum is titled "Reopening for public Masses, Part 8." The memorandum begins, "By now you are probably aware that after months of restricting the Mass to twelve people outdoors in the City and County of San Francisco, Mayor London Breed has indicated that, effective tomorrow, she is going to ease some restrictions and in the more distant future possibly make other adjustments. There are three problems with her public announcements that I see...." The Archbishop goes on to lay out in detail why the revised regulations are as defective as the prior ones: "Regulations . . . cannot be so restrictive as to effectively ban public worship." "The numbers are totally arbitrary." "Believers are being singled out for uniquely punitive treatment." He goes on to share plans for Eucharistic processions on Sunday, September 20, in San Francisco that will walk from local parish churches to U.N. Plaza; from there the groups will process up to St. Mary's Cathedral to celebrate multiple Masses outdoors.

Starting Points for those joining processions from San Francisco parish churches
8:30 a.m., St. Anthony of Padua Church, 3215 Cesar Chavez, near Van Ness Avenue, San Francisco, CA 94110. Led by Father Moises Agudo, who will carry the monstrance with the Blessed Sacrament, and will walk to United Nations Plaza.
9 a.m., St. Dominic Church, 2390 Bush St, near Pierce Street, San Francisco, CA 94115. Walk along Bush Street until Polk, then right on Polk to UN Plaza
9:15 a.m., St. Patrick Church, 756 Mission St near 4 th Street, San Francisco, CA 9410. Walk along Mission Street to 7 th Street. Travel along 7 th Street to McAllister and then turn left and walk one block to UN Plaza.
10 a.m., All processions Join Archbishop at United Nations Plaza
Archbishop Salvatore J. Cordileone will greet the people coming in the three processions as well as those who arrive independently at UN Plaza. Archbishop Cordileone will then carry the monstrance in procession to the Cathedral. The entire group leaves UN Plaza at 10:15 a.m. and walks along McAllister, west to Franklin and then right on Franklin to the Cathedral.

11 a.m., outdoor Masses at Cathedral of St. Mary of the Assumption- Multiple outdoor Masses of 50 people at each
